I found this inside the BiLo monthly book: Get $10 in gas when you purchase any 8 Kellogg's, Keebler, Eggo, and/or Sunshine products with your BiLo card. (The fine print: Gas card will be awarded in the form of a pre-paid debit card and may be used on any purchases where such cards are accepted. Mail-in form for gas card printed at register. Gas card expires 12/31/2008. Offer valid: 7/16/2008 to 8/12/2008. 4 oz. or larger, mix and match, any combination. Items must be purchased in one shopping trip.)

So it sounds like you wouldn't have to use the pre-paid debit card for gas, just anywhere that will accept the debit card as payment.
