Acc to A LOT of people, yes, the refillables are on clearance. Sadly, they are full price in St Paul MN ($6.99). Many people report that the tags have not been changed so it's worth getting it scanned to see the price.

I got the last one yesterday at one store. It was orange in color (if that helps at all) but otherwise the packaging didn't look any different. It was the refillable type and the cartridges were also on clearance.
But it was a nice little MM
