... Ok, I don't know how the algorithm works for it, but here's how I believe it works, and you can try it yourself by skipping to the last part of the puzzle where you put in your uncircled answers.... (From an accounting Trouble-shooting method of transposition)

Any 2 numbers, when transposed and subtracted will give a multiple of 9.. for instance:

my number= 1167
transposed= 1617
Difference= 450
Now, I can't circle the 0, per Fido, and 4 plus 5 equals 9. So, whichever number i circle, he will pick the other. ( Subtracts the total value of your digits from 9)

So you pick an answer of say, 225? 2+2+5=9.. he picks 9 (any total of 9 will result in a 9)
You pick 113.. 1+1+3=5.. he picks 4 (because 9-5= 4)
etc...

Sorry if I've totally ruined this for some, but I thought it should be noted.
