Tax is regulated by the state. In some states you only pay tax on post coupon total. In this instance Ups are considered coupons.

I am not in that kind of a state but I have noticed that some Ups will reduce the tax. Whenever I figure out what one of those are, if I have others I save them for when I am buying taxed items. The Winter Rewards did that and it was so nice!
