How do I find out if/when the stores near me offer double or triple coupon savings? I'm new to this whole thing (just had a baby 3 months ago and, of course, now need to budget). Why not just call them and ask?

Yes, i would call and ask them. But generally, if grocery stores double and/or triple coupons, they want you to know about it and post it prominently in their weekly flyers!
