The guy who created VeggieTales (Phil Visher) has a new website for kids. It has some great kid appropriate programming.

Welcome to the Frontpage

It is going to be a subscription format ($3.99 or $2.99 per month) for daily programming - but you can get a free month trial membership.

There are a lot more details on the site - a section just for parents that explains it all....
