Help Sign Overgage at Commissary and PX

Last Friday I took the time to write down all the prices of the travel size items they have at our commissary and PX. I matched those with the coupons I had that did not exclude the travel/trial sizes and went to the PX and commissary.

At the PX the cashier didn't even scan the coupon because she said you cannot use a coupon with a value that is higher than the price of the item. I thought I was allowed to use the coupon up to the value of the item?

At the commissary they scanned my coupons but they were not accepted and the cashier told me the same thing as at the PX: you CANNOT use the coupon... I know at the commissary you can get overages...

I didn't insist and just let go but what do you do in such cases: ask for a manager (even if it just concerns a couple of dollars) or show the coupon policy?

I pull out the policy and then ask for a supervisor. Aafes just put out an awesome new policy that specifically explains this situation (no overage, but the cashier should adjust the coupon down) and the Commissary's policy is very clear (coupon is allowed and overage is given).

First and foremost, you should always carry a copy of the applicaple policies with you. That being said, you can find the AAFES policy here and the DeCa policy here. These are the most up-to-date copies I know of.

The PX falls under AAFES and is covered by the same policy world wide. No longer are the days of each cashier making up policy as they go. Much to my dismay, it seems that AAFES has recently updated their coupon policy. It now currently states:

Cannot exceed the value of the item. The Exchange will not provide cash back nor apply the remaining balance to other items in the purchase.
So, the cashier appears to have been correct by stating that you can not use a coupon that exceeds the value of the item.

The commissary falls under DeCa. DeCa's coupon policy applies world wide. According to DeCa's coupon policy:

If the value of the coupon exceeds the cost of the product, the customer will be given the full value of the coupon.
The coupons at the commissary probably beeped, prompting the cashier to determine if the coupon had scanned at the proper value. It's not that the coupons were bad, they just happened to be worth more then the item.

Should this situation arise again, I would pull out my copy of the coupon policy and show them the section that states that overage is allowed. It is highlighted in my copy. If they still refuse, politely ask to speak to the store manager.

OK, so PX can deny the policy?I did not know that, I think you can interpret the rule in different ways. I thought they had to accept the coupon but adjust the coupon down (as pseudo.nerd was saying)...

I am basing this off of their most recent coupon policy. I have a question posted on their FaceBook page requesting clarification but I do not expect a prompt reply.

I was owed $.11 back from a purchase and the commissary (not my usual one) refused to give me cash back and the manager made me purchase a candy bar. Well, I thought this is not consistent with their full value of coupon policy. I don't always have money due back because I don't want to put couponers here in on the watchlist. So what I did was emailed every commissary in my area and ask for their "specific" coupon policy. Each commissary said the only policy they have is the one I got from Deca main site. So then I emailed Deca, and this is what I got:

Dear Ms. Odwyer,

Thank you for visiting the DeCA website to address your inquiry regarding what
the policy is if a customer has a negative balance due.

In general, if the value of the coupon exceeds the cost of the item, customers
are to be given the full face value of the coupon. DeCA Directive 40-6,
paragraph 7-4n states, "Valid coupons will be entered at the value stated on
the coupons. If the value of the coupon exceeds the cost of the product, the
customer will be given the full value of the coupon." Overages, if any,
should be credited to the customer. Based on the information you have
provided, it appears the negative $.11 due should have been given to you as
change. In addition, your commissary customer service personnel should not
have required you to make a purchase that you had objection to.

Thank you for giving us the opportunity to clarify your inquiry. We encourage
you to continue taking advantage of your commissary benefit and the 30 percent
plus overall savings. If you need assistance in the future, please do not
hesitate to contact your local Commissary Store Director or any member of his
management team. They can personally assist you with your questions or in the
resolution of your commissary issues.

Click here to see the response I got from AAFES via FaceBook.

In short, if a coupon is worth more then an item, it will not be refused. They should either adjust the coupon or the value of the item to make a zero balance.
