IMO, If both Q's are Manufacturer's, then you should have to get 25 Kool-Aid to use both.
15 for the buy 10/get5 and
10 for the buy10/get $2.00 on sugar

My store allows you to do this because the $2.00 cpn is off the sugar.

My commissary won't allow the use of both coupons because to get the $2 off the sugar you HAVE to buy the 10 Koolaids so all 11 items have to be bought to use that one q. No other q's are allowed. It is considered stacking here.
