Their policy (you can check the link up top is to accept ANY coupon with a "2nd" barcode or a "pin" which ALL smartsource q's have! I have had the same problems at my commissary here in DC. I printed out the commissary coupon policy from thier website and carry it with me. It probably won't help with the cashiers, but the next time you go in ask to speak with the manager and show them the printed policy. I had one tell me once that the policy had been "revised" since I printed it (it was from the day before and had the date ON IT!) and said she had recieved an email "last night" telling them to not accept them, I asked her to see a copy of that email and she refused and sort of stuttered, but made the cashier accept my q's. I have emailed and written to Deca several times to no avail, only a "thanks, we'll look into it" response! I say we all start inundating them with complaints about this. I think floridasandman has posted some ways he has dealt with this before (and he's a really smart and civil guy!) Sorry this is happening to you too. I wish they could all get on the same page.
as for the Tennessee Pride Q (I haven't seen one) if there is no address for redemption, I can understand them not taking it, maybe you could email Tennessee Pride and complain to them.
