Seems like there will be a lot less "free after price match and target q" deals. From the website:

Can I use coupons when price matching?

A guest can use coupons when price matching per Target's normal coupon policy. When the guests presents a coupon(s), these steps will be followed:

Manufacturer Coupons:
Manufacturer coupons will be applied after the price match is made.

Target Coupons:
Target coupons will be applied before the price match is made. If the competitor price is still lower than the price after the Target coupon has been deducted, the ad match can be adjusted to match the competitor's price.

Example before policy change:

This week the Nabisco Ritz crackers are $2 @ Dollar General compared to Target's $2.50

$2 (w/ price match) - $1 target coupon - $1 manufacturer coupon = FREE CRACKERS

Same example after policy change:

$2.50 (target price) - $1 target coupon = 1.50 (lower than Dollar General's price and no price match needed) - $1 manufacturer coupon = 0.50 crackers


50 cents for crackers still isn't bad, but it does throw a wrench in some plans...
