The deal is buy $20 worth & get $5 RR or buy $30 & get $10 RR. Your scenario of buying only $15 worth wouldn't get any RR. However, it is still free if you can find a store with 20 boxes to sell in a single transaction, or order ahead of time if your store allows that.

Scenario looks like this:
20 x $1.50 = $30
less 20 x $1 MQ = -$20
Total = $10 oop & get $10 RR = FREE
