No they deduct the price of the hair accessory at the register. It works the same way as the P&G spring cleaning promo they had a while back.

you can get the crest toothpaste @ $1.00 and the use the $1.00 coupon = Free
and for every 2 u buy you get the free hair assc..

I got 12 crest tooth paste & 6 hair asseccories for .60 cents taxe

the coupon was in the last P&G insert
