Thank you for your inquiry.
I have attached the current coupon policy in effect for stores in our Southwest Division.
Each of our regional offices sets policy for the stores it runs.
I am forwarding a copy of your comment form to the store so the head manager is aware of your concerns about the way our cashier and manager addressed you and your friend..
General Coupon Policy:
• Limit one (1) manufacturer coupon per item purchased.
• Limit one (1) store coupon per item purchased.
• One (1) manufacturer and One (1) store coupon can be used on the same item.
• Coupons cannot be used on "Free" items.• Does Not accept coupons that are expired.
• Amount refunded cannot exceed the cost of the item.
• The store manager has the right to accept, decline, or limit the use of ANYcoupon upon view.
• The store manager has the right to limit the Quantity of coupons/itemsused/purchased in a single transaction, by a single customer, or in a single day.
• Customer is responsible for tax on all items even "Free" items.

what does " coupons cannot be used on free items" mean?

I believe this is for items that may be offered for free in the store ads..example, buy 3 boxes of cereal and get 1 gallon borden milk free. You could not use a borden milk coupon for the free milk you get for purchasing the cereal. That's what it sounds like to me anyway.
