There must be all kinds of weird laws out there... yogurt coupons are void in Louisiana, for example! I don't know what the ECBs say, but I know that Wag's RRs state that they can't be used to purchase items prohibited by state law...

I have gotten milk and the newspaper with my ECB...no questions asked! I would definitely call corp. for clarification.

It is probably a state law. I know in Mass you cant use coupons for plain milk, maybe your state has a similar law. In RI I can use ECBs or coupons on milk no problem.

That is exactly what it is, thats why our milk is so expensive too. Anything state/fed regulated (tobacco, stamps, alcohol which they cant carry anwyays, milk) is NOT allowed by law to be purchased "free" It stinks. Thats why we dont have "milk ticket" programs and stuff like other states do. I hate it. Blah.

Like Op I think it is a state thing to do with the dairy regulation. I think MN has the same rules as WI.
