Here is my scenario; please let me know if you see any problems. I have been having this issue where sometimes they limit how many Qs and the register beeps. I always make sure I have more items than coupons. Could there be something else that causes this?

Have 1, 1.98X6; 5.98=19.84 ECB
Transaction 1
Buy $20 Nexxus, get $10 ECB (limit 1)
Mars candy deal; 30 $1/2 Qs=60 free candies; get $10 ECB (limit 5)
Sharpie 4 pack highlighters $1; have 5x$1Q
Neutrogena lipstick 6.99; $3Q; get $2ECB

$4/$20 Q; 2 X Nexxus $4Q; 30 X $1/2 Mars Qs; 5 Sharpie X $1Q; 1 X $3 Neutrogena Q
~11.99 depending on cost of Nexxus (assume close to $20)
use 1.98X3 and 5.98 ECB plus tax OOP
After transaction, have 1, 1.98*3, 2, 10, 10 ECB=28.94 ECB

2 bottles Nexxus
60 candy bars
5 packs Sharpies
1 Neutrogena lipstick

I dont see any problems, but you can save more if you split it up and use (2) $4/20 or go to the website and print a $5/25 coupon for answering a few questions about ready refill and print for free. (good one per card)
