If there is a ECB when you buy a certain $ amount do you have to reach that amount after the % q? For instance Nexxus is buy $20 get a $7 ECB. If I use a 25% off do I have to have $20 after the 25% is used?

hey i can someone help me

i bought 4 loreal nail polish at 6.79 each= 27.16
used the 30% off q, which took off 8.14
then i used 3 off 15 plus (4) 2 off loreal peelies
but the 30 % changed to about $5 and some change

why did it do this?

I was told by a CVS employee that % q's come off after all coupons, someone on here said it was after CVS q's only so not 100% sure.
