I am having a moment and the commas and long list is confusing me... Can I use this on a single roll of Marcal paper towels??

I believe the wording is meant to say the paper towels must be 2 count along with the toilet paper.

I've been using them on the single roll at family dollar which are $1 so FREE. I thought the small steps meant the 1/2 sheet rolls which is what they are at family dollar. The package does not say small steps though now that i look at them. It is very confusing!!
