Question on overage?

Do all the store give you overage? Example yesterday I had like 39 cents overage from a few pert plus shampoos. ( i had 2 coupons that were more than $1)
The cashier did not know what to do and got nervous, so just to get out of there, my dh was in the care with a cranky baby, I got a chocolate bar.

Now this was Walgreens if the cashier was not a new cashier would she have been able to give me the 39cents?

Are there rules on this for every store? Or is it just easier to throw in a filler as you call it and pay a small out of pocket?

As a rule, you should never end a transaction with a store owing you money - they can't give it to you anyway (that would be getting cash back on a coupon, which the coupons prohibit), and it makes store employees suspicious of couponers. When we talk about "overage" we mean that an item will earn you a certain amount toward the other items in your transaction. Some people use tax to cover overage, but that's too risky for me - especially in NJ where some items are tax free, and you can never be sure which ones. I always calculate my entire transaction before checking out to make sure my coupons won't cause me to go below 0, and to make sure I can use whatever RR I want to use without going below 0 either.

Some places like Target and Pathmark will not give you overage at all. If the item price is less than the coupon price they alter the coupon amount down to the item price to make the item free. Walgreens doesn't know how to do that (trust me, I've tried to teach them ).
