Here's what is happening:
Scenario 1
a store Q is presented for a B1G1 you have one item you'll pay for and one item is free...
you present a mfgQ for same item B1G1 the item you purchased for the 1st Q counts as this Q's purchased item and you get one more free one
Hence Buy 1 get 2 free
Scenario 2
the store has a sale on an item no Q necessary that is B1G1
you present a mfgQ for same item B1G1
Both items are free (I have two items essentially the store price is irrelevant when presented with the mfgQ)
eg. of scenario 2 and WHY... Glade Plugins BOGO sale
One rings up $4.79
One rings up $0
B1G1 MFGQ presented you have already bought one (it doesn't matter that the other one is free) therefore the price of that one is the price entered on Q as free item hence result is $0 +tax
(The store is covering the first free one...usually by jecking the price up...and the MFG is covering the other free one)
By the way if you'll show the people in the store that they make more than the face value off the Q's (fine print on Q's indicate how much the store gets in addition as a "handling fee") they usually become a little better about it.
