I just had to email and ask for myself and thought I'd share the reply since I like it and it sounds good to me.

Thank you for taking the time to email us with your concern regarding our
store at 11118 S. Memorial. Please be assured that Walgreens takes customer
comments and complaints very seriously, and we will continue to try to
improve the way we do business.
When using two Buy One Get One free coupons, one item is being purchased
while the two are free. A total of three items will be received. If a Buy
One Get One free coupon is used on top of a Buy One Get One free sale, both
items are free.
Again, thank you for taking time to bring your comment to our attention.
