I have not been in that position with my cards but the only thing I can think of is that she should start paying something. If she makes small payments every couple weeks they may be willing to talk to her about making a plan once they see she is making some payments again. I would not suggest closing them because that will hurt her credit score and it may be difficult for her to get new cards in the future.
