the agency which he was adopted through... sometimes you can request contact.. especially since he is obviously over 18... he may have to write a letter and they will forward it on.. this varies state to state, agency to agency, adoption to adoption.. but it is worth a try

also google the last name... and the town/state listed on the certificate.. you may find a marriage announcement and a new last name....

call the city which is listed as the birth town and see if they can help you out at all
