I think the link of that can be shared safely especially if its in a newspaper of nationwide circulation. it is up to the person who checks the link if it is valid in their state.

If a company posts something in a newspaper of major circulation, I think that it is open to the public because if not, they can take it down easily so page will no longer be accessible.

but its not the same with emailed coupons meant for specific target groups; if the company intended it for everyone, it would have been published in their website.
