The biggest duty station we were at was Camp Lejeune in North Carolina - loved the ocean. Not so much base traffic  ! The outer "city" Jacksonville can no way compare to this place we're at now. People are always out and about. I still have to get use to the area/stores around here and we've been here almost a year.
I would never run around this city at all hours! You are one brave soul!!
