I have actually never had this experience at Walmart. However, I have had the exact same question at Walgreen's, CVS, Family Dollar & Save-A-Lot. Save-A-Lot went so far as to say that I could only use 1 coupon of any kind per day. Needless to say, I don't shop there anymore.

If you read through these forums, you will find that it is a very common problem at all stores. It seems that people who don't use coupons or mistrust couponers make that interpretation regularly. My thinking is that the wording on Q's needs to per changed to "One Manufacturer's coupon per item" or something like that.
