When I do a search, I find that people may use a different name for the same subject area. So is this why posts are ending up all over the place?

I don't know if I understand your question 100%.

There is no list of one-word topics. Sometimes the same offer can end up in 2 different forums b/c either one would work. Thus someone searches the freebie forum for X and doesn't find it, so she posts the offer. Another someone searches the Kroger forum for X (b/c the freebie offer is sponsored by Kroger), doesn't find it, posts the offer in Kroger.
