I don't know if that's the official policy or not especially if CVS is offerring an ECB. ECB's are essentially a private sale price or their way of passing along manufacturers' promotions. Other stores may simply lower the price for everyone. Approx 45% of ECB's do not get redeemed so CVS keeps the promo'd dollars when people let them expire. Look at it like a price after rebate. Most stores won't price match the after rebate price but rather the actual sale price. This is why Walmart will price match as long as a savings/club card is not required.
Might work at some CVS stores with some clerks but a prudent businessman would not follow that policy. But if they do it as a customer service the good for you. And don't get me wrong, I'll pounce on anything if there's a chance for a deal but this may be pushing it.
