Usually it has been the shelf price even with the locked in stuff. I'm not sure on that particular deal but I think it is shelf price. I got the B1G1 Bryers which isn't locked in but it worked on sale price, and with the locked in stuff if you look at your receipt it shows up as a sale price (tells you how much you saved over shelf price.)
