If it has a barcode AND says Manufacturer Coupon with the Expiration date, and it gives instructions to the retailer on how to get reimbursed then...it's a Manufacturer coupon and can be used anywhere they accept Mnf Cpns. Publix put them out and of course wants you to use them there.
