My understanding is that it doesn't matter with ECBs. If you have a $5 off $20 Q or something like that, you would want to use that first in case your Q's bring your total below $20 or whatever amount is on your Q. I give my Q's before ECBs when I expect to spend very little or no actual cash just in case I miscalculated what my total should be after Qs. You do have to give the actual ECBs and not just your card.
