I also work for Walgreens and our policy is almost the same.
1. If a customer doesn't want their RR then we write void on them and throw them away. We are not allowed to keep them, even if the customer tells us to.
2. We are allowed to use any RR's that we receive when we ring up. As long as we are there as a customer then the RR's apply to us just as they would to anyone else.
I would send an email reporting this also if I was you, it's definitly against the rules to do that.
